Landmark Report of the Governor’s Working Group on Minority Business Development 2000

This landmark report commissioned by Governor Jesse Ventura in 2000 explored the potential of minority businesses in Minnesota. It presented for the first time a change in perspective – viewing minorities as “assets” rather than as ‘deficits” and presented key policy ideas to grow minority businesses. It was a statewide report documenting the experience and potential of minority businesses in Minnesota – from tribal reservations to the metro area.

Unfortunately, 20 years later, Minnesota is yet to invest in an intentional way in minority businesses, especially the use of a very powerful tool – using minority businesses and workers in state spending and construction. The percentage of business going to minority businesses remains almost the same today as 20 years ago.
